The British Columbia Weightlifting Association (BCWA) would like to thank and congratulate the talented athletes who have been nominated for BC AAP under the 2007-2008 British Columbia Athlete Assistance Program (BC AAP). The athletes nominated were selected using the sport specific selection criteria developed by the BCWA, approved by its Board of Directors and applied by the BCWA Athlete Selection Committee.

BCWA congratulates the following athletes on their successful performances, and their nomination for BC AAP funding in 2007-2008:

1.      Jasvir Singh – 90.182% Marker (Olympic Team Member)

2.      Parm Phangura – 82.283% Marker (National Team Member)

3.      Katelynn Williams – 80.195% Marker (National Team Member – Reserve)

Sport Specific Athlete Selection Criteria 

British Columbia Athlete Assistance Program 2008/2009

The BC Athlete Assistance Program (BC AAP) is an athlete-centered program of financial assistance funded by and administered by the Sport and Recreation Branch of the Ministry of Tourism, Sport and the Arts.  BC AAP seeks to recognize and support BC high performance athletes striving to represent the Province and Canada in athletic competition.  Athletes who have demonstrated the potential and commitment to attain this level of excellence can qualify for different levels of financial support based on relative levels of development and competition achieved within the overall limits of funds available.

In general, the program seeks to relieve some of the pressures associated with training and competition needs when participating in national and international sport. The Sport and Recreation Branch intends that BC AAP focus on those athletes who are in the position to compete for Team BC and are just below those receiving Sport Canada funding.  This financial assistance will ensure a continuum of support for the development of national and international class BC athletes.

Program Objectives

The objectives of the PSO component of the BC AAP are to:

  • focus support to athletes in the "training to compete" and "training to win" stages of the Canadian Sport for Life (LTAD);
  • contribute to improved performances of Team BC athletes at the Canada Games; and
  • to increase the number of BC athletes reaching federal carding status thus expanding BC representation on national teams and at identified major international multi-sport Games.

Selection Criteria

2008/2009 BC Athlete Assistance Program

 

This criteria is subject to change on an annual basis. Any changes will be communicated to the BCWA membership in advance of the qualifying period.

Athletes at differing levels of excellence will receive commensurate levels of
financial support based on minimum government standards, national rankings and
results, educational or working environment of the athlete, commitment to the
sport and overall limits of funds available.

Athlete Eligibility
The following outlines the athlete eligibility and their performance and training requirements for each level.

The BC Athlete Assistance Program will be athlete-centered in that awards will be allocated to individual athletes and funded through the provincial sport organization or post secondary institution, based on their demonstrated commitment to high performance sport and excellence, and their potential to compete for British Columbia and Canada.  Athletes must meet sport-specific selection criteria based on the following minimum standards: 

 

SPORT SPECIFIC CRITERIA

 

To be considered for BC AAP, athletes must reach a minimum 75% of the National Senior Marker in the qualifying events and must compete in a minimum of 3 of the 4 qualifying events. Note: Meeting the minimum sport specific criteria, does not guarantee that the athlete will receive BC AAP funding.

Qualifying Events

Canadian Senior Championships – May 17 & 18, 2008

Sea Festival: June 28 & 29, 2008

Ogopogo: August 23, 2008

BC Senior Championships: November 15, 2008

** Any International events between May 15th and November 15th of 2008 (6 month period)

 

MINIMUM STANDARDS FOR ATHLETE TRAINING AND COMPETITION

 

 

Level 5

 

·         National Senior Team (International A Events)

·         Minimum Level 4 NCCP Coach

·         25 training hours per week

·         4 – 6 competitions per year (Annual Training Plan)

·         appropriate number of national and international competitions each year

 

 

Level 4

 

·         National Senior Team (International B Events)

·         Minimum Level 3 NCCP Coach

·         20 training hours per week

·         5 – 7 competitions per year (Annual Training Plan)

·         appropriate number of national competitions each year

·         may have international competition as deemed appropriate by the sport

 

 

Level 3

 

·         National Junior Team

·         Minimum Level 3 NCCP Coach

·         15 training hours per week

·         6 – 8 competitions per year (Annual Training Plan)

·         appropriate number of regional and national competitions each year

·         may have international competitions as deemed appropriate by the sport

 

Maximum and Minimum Athlete Assistance Amounts
Following is a list of the maximum amount of athlete assistance allowed per level. There is also a minimum amount, which is $500.00.

NOTE: Athletes receiving Sport Canada carding (AAP – S1/S2) are ineligible to receive BC AAP.

Coaching:  To be eligible for funding assistance, athletes must be regularly coached by individuals who meet the established coaching qualification criteria.


Athletes Training Outside B.C.

Athletes leaving the province will be considered for AAP funding support in the following cases only:

  1. Pursuit of specialized program of studies not offered in B.C.
  2. Attendance at a National Team Training Centre outside of B.C.
  3. Attendance at a International Training Camp.


Athlete Responsibilities

·         Athletes must be registered as members of a BCWA club for the 2008/09 season.

Membership :  Athletes receiving financial assistance are expected to be registered members of the British Columbia Weightlifting Association and to make themselves available to contribute to athlete development and coaching development programs delivered by the PSO.

Training and Competition:  Athletes are expected to adhere to the minimum training and competitive standards, including regularly working with a coach who meets the National Coaching Certification Program (NCCP) standards as indicated.

·         Athletes must be in financial good standing with their club, BCWA and CWFHC. Awards may be withheld at any time if the athlete is not in financial good standing with the Association.

·         Any athlete receiving financial assistance from the Province of BC must be available for provincial team selections, including the Western Canadian Championships, and if selected, commit to train and represent BC and BC Weightlifting in applicable competitions, including the Canadian Senior Championships.

·         Athletes shall attend all training camps as outlined in the calendar of events. Prior written notice is required if an athlete is unable to attend due to illness, injury, or work commitments.

·         Athletes must sign a BCWA Provincial Team Agreement.

·         Athletes are expected to follow the Code of Ethics.

·         Athletes must wear their BC Weightlifting Team suit at all National competitions.

·         If an athlete fails to meet the criteria as outlined in his/her Award Level he/she will forfeit their award and the funds will be divided equally among the remaining athletes in good standing.

·         Annual Training plans and weekly reports must be submitted to the athlete’s personal coach. All of these plans and reports MUST be available to BCWA if requested.

·         Athletes are expected to comply with the CWFHC Doping Control Policy.

APPEAL PROCESS


Appeals to the BCWA Athlete Selection Committee must be made in writing
and submitted to the BC Weightlifting office by December 26, 2008. Submission
of the written appeal must include any necessary supporting documentation.

December 19, 2008:   List of nominated athletes publicized

December 26, 2008:   Athlete appeal to BCWA Athlete Selection Committee

January 2, 2009:         BCWA Athlete Selection Committee reply to the athlete

January 9, 2009:         Athlete appeal to the BCWA AAP Appeal Committee


January 16, 2009:       BCWA AAP Appeal Committee reply to the athlete and the
                                    BCWA Athlete Selection Committee

January 19, 2009        Final Approval - AAP awards released.  Note: if no appeals are received by      

                                    December 26, 2008, the AAP awards will be released at that time.

The athlete would be invited to make representation at the conference call of
the Appeal Committee.

Application Forms are due in the BCWA Office by December 26, 2008.

ONLY NOMINATED ATHLETES MAY APPLY.


DO NOT SEND THESE FORMS DIRECTLY TO THE GOVERNMENT - they must go to the BCWA office first to be approved and the office will send them to the appropriate government office from there.
